Marketing department is in charge of emblems. There is a two drink minimum. ;)

I've noticed they are pretty random in 99/00. My early 99 was just like your 00, everything on the right.

That one looks like just a "V6", correct? I think that's a European B5 Passat emblem. I had one on my that looked like that.
